A friend of mine in Seattle actually had his car stolen exactly this way. However, it was one of those classic early 80’s or late 70’s cutlass style cars that was all the rage for the while and it was in great shape - and most importantly he lived in a bad neighborhood. i.e. he was dumb to do it.
But the dumb ordinance is dumb. It’s the wrong solution. It takes away such a basic freedom: Property rights. Your vehicle is on your property and the cops have the right to step on it and ticket you in your own driveway.
The principle of the whole thing is just plain unamerican. And I rarely use that word. Come to think of it, this is the only time I think I’ve ever used it.

We lost our basic freedom re personal property rights decades ago. Low-flow toilets which became mandatory started it all, I think.
If a teenage son backed “his” car into the parent’s car, in their own driveway, you can bet that the police would not come and ticket the son, as they would say it was on private property (IMHO).
It is a ridiculous ordinance that criminalizes the victim.
There is no reason why someone should take something that is not theirs and to hold the victim accountable.
