Yes, Pakistan may be a problem — partly, at least, due to the somewhat ungovernable territories — but they’re not teh major problem. Iran, Russia, China, and others are much more serious problems.
In Pakistan, there are essentially two governments in one. One is moderately pro-American, or at least, against the people we’re against. The other, however, is jihadist. it’s always a tug-of-war within the power structure.
