Interesting point.
I’d say Obama gave enough concessions or incentive to Iranian regime to TRY to level the playing field vis a vis ‘US allies’ such as Saudis, Jordanians, Qataris, and generally the Gulf states (enemies of Iran). It’s the old ‘play both sides & get the shi’ites to fight sunnis’ in that region - particularly when in #s there are far fewer shi’ites than sunnis.
Russia can’t give Iran much because Russia also has sanctions imposed on her by Obama admin.
But, in terms of fighting ISIS, Muslim Brotherhood, and the rest, the Iranian regime is firmly with Russia, as evident in Syria.
