This is a bit of historical revisionism by Truman. The irony of this statement is that on January 24, 1946 Truman invited Adm. Souers into the Oval Office, pulled out of a closet a black cloak and wooden dagger and presented them to Adm. Souers as mock symbols of the new CIA.
