If the Republicans in Congress play "winner takes all" then the Democrats will take control and run things as they have through Republican majorities since New left. The Republicans in Congress who are "winners" because they have a majority, are firmly allied with the Democrats and their idea of "winner takes all" means that Trump and the half dozen actual House conservatives don't get anything at all. Winner takes all in the House means full steam Obstruction.
