Apparently so.

The Gannett corporation (USA Today, etal) seems to include it in its mission statement:

Read the 'news' on it's pages and see how many times Would, Could, Should, Might are used in the stories printed.

You'll not see much of what HAS happened; but a LOT of what Would, Could, Should, Might happen!
