How does this square up with age of consent? Can you recognize the right for someone under 18 to sell their sex but then say they can't give it away?

What it’s saying is it’s illegal, but the minor is not a criminal but a victim. If anything it brings the two laws into alignment. The way it was an underage prostitute was both a victim and a criminal for the same act.
