It could be that they expected Hillary to eventually put in such plans. They didn’t expect Hillary to lose so now they’re trying to cram everything in.
I don’t know if they are trying to cram stuff in to build some kind of fake legacy, screw Israel, or leave Trump with a foreign policy disaster on his hands.
