North Tulsa is full of blacks. It's also high crime and businesses don't much open up there.
This is a link to a story where Tulsa is begging somebody to open a decent store there. Thing is, it'll get robbed, shoplifting, etc, just like the rest. And they wonder why companies don't want to go there.

Forty three years ago on the north edge of Tulsa, on Peoria st, a large strip mall went in. The biggest store was BELLSCOTT and smaller stores along the strip. It was NOT a good area of town.
One year later, I went through there again and every store, except the liquor store was shuttered and boarded up.
I just got on Google Maps and it is still there, boarded up with only the liquor store open.
Now East Gate is almost closed. Southroads Mall is now a large strip mall.
