“FDR would have kept the two term tradition if it wasn’t for World War II.”

I am not sure how much weight I would put on this declaration. We weren’t in WW II in November 1940. It was over 13 months until we entered the war. We could have won the war without FDR. He wasn’t indispensable.

The 22nd amendment came into being after FDR died...because he was stacking the USSC and congress did not want another President to have that much power over appointing judges so congress mpassed the two term limit on March 21, 1947.
