Wanna see law enforcement agencies start really getting after them?
We've been there, done that, and seen that too many people had assets seized while never being charged with any crime.
First off BUB. You dont carry 3 mill in cash without an armored car..or by armored currier.
I wouldn't - any more than I'd leave my car unlocked. Some people do; it may be foolish, but should it be a crime, or considered evidence of a crime?
Second, you dont take 3 mill out of the country without the proper documents for doing so.

I think people should be able to carry whatever amount of cash they want, any way they want.
I have an issue with any documents being required to do whatever I want with my property. I realize this makes it harder for the government to steal,... Um tax.. those funds...You do realize that is why these laws exist, not to prevent crimes, but to create them, don't you?
So you are traveling through a state to buy a car, so you are carrying 10-15k to buy that car, and you get pulled over for speeding. The officer finds a pretext for searching you and the car, and they seize the money as being "excessive cash".
Now, you can fight that, but you have to get a lawyer AND show up in court in this state not your own. The arresting officer/DA tells you that you can fight for it, but if you don't sign over the money, they will not only fight the return of the cash, they will pursue criminal charges for the supposed crimes you or the illegal gains committed.

Terrible price to pay for being stupid.
One can be right and still get screwed. You want to exercise your Constitutional Right to carry that kind of cash? Go for it. Its your money - not mine. You want to run the risk of getting legally robbed or illegally robbed?
Reminds me of the right to go walking down Martin Luther King Blvd late at night while whistling Dixie. Good luck with that.
I just think a wise man would not push that envelope all that hard.
