Imo, the proper response to prisoner exchange demands from jihadiscum is to publicly execute the prisoners they demand for the exchange.
Works on multiple levels — no more stupid tourists traveling to terrorist havens and no more demands from said terrorists. Oh, and no more terrorist prisoners.
