Maybe, or perhaps it was carried out by ISIS to further sour relations between Turkey and Russia, which are none too good since Turkey shot down a russkie aircraft.
I’m not saying NATO was involved, but ISIS could not have done this alone. At the very least Turkey had to look the other way.
