I wanna know who the two ineligible were, and who the two no-shows were.
I’m from Texas, and if two had car trouble or burst pipes, I can see why they’d be late or not be able to make it, but don’t they have backup?
And there was Sisneros, that was backing out & needed to be replaced, so maybe he was one of the two ineligible.

Yep, one of the 4 that needed replacing was Sisneros .
That leaves 3...
Since there’s a delay, I’ll offer up this.
If there is anywhere in the US you want to have car trouble, it’s Utah.
The Mormon stuff tells them someday Jesus may appear to them as a traveler, appearing without aura or special indication, but just looking like a traveler. So the Mormons in Utah are hyper polite and helpful to travelers in distress.
You got a flat? You’ll sit down to have dinner while someone fixes it for you. Something like this happened some yrs ago when SLC had a tornado, first in 100 yrs or something, and there was a convention in town. There was 1 death. A guy in town for that convention. The state voted to pay for the college expenses of that guy.

I’m 95 percent positive I heard on the live link that the no shows were the 11th and 12th congressional districts. It was either that or the 12th and 13th.
