Does your pension depend on rank at retirement or highest rank attained? I thought it was the latter.

If held rank for two years that is the pay rate he retires at. Unless he committed a felony.

"...He will now be demoted from a two-star general to a lieutenant colonel and his annual pension will drop from $122,000 to $79,800, according to USA Today, which first revealed details of Haights affairs...."
