I think it’s a clever way to slam Obama. He is, at this point, unpresidented. Obama is the Duncel of space cadets on the left.

At this point it kind of seems chic to accuse other countries of bad things. Afterall, Russia stole our election according to Obama. We do at least KNOW China DID take the drone.
At first, I didn't get your reference. But then I realized you were probably talking about "Captain Dunsail," a nautical term for a man who is entirely useless aboard ship. The term comes from the English "dun sail" or "down sail," which obviously doesn't contribute anything to the ship's propulsion.
