I’m not sure how incest is kept in check between step-siblings or cousins. It’s bound to happen a lot. And maybe that’s one of problems with the continent’s overall development. Now they are down to about 17% which is about 40% of the sexually active people that live there. It’s like a slow form of Russian Roulette.
