Actually it looks like the initial 5 year cost of the entire program was 18.8 -Billion Dollars.

This is considered by many to be George W. Bush's greatest legacy.

They have to learn that even though screwing everything with a pulse is 'they culcher',

The linked article is false in almost every detail.

In 1990, AIDS was prevalent in Uganda, with up to 25% of pregnant women infected, and was almost unheard of in South Africa.

An abstinence program started and supported by President Museveni brought about a dramatic decline in new HIV infections, even without widespread antiretroviral therapy.

Meanwhile, South Africa was invaded by "safe sex" promoting NGOs from the US, Canada, and Western Europe. When I was there in 2000, there were sex-positive messages in your face everywhere I went.

AIDS in SA exploded after 1990, and it is now one of the most heavily infected places on Earth.

Museveni was booed off the stage as he attempted to deliver an address at the XVI International AIDS Conference in Toronto in 2006. AIDS activists hate and work to suppress abstinence programs, because they contradict their prime underlying message of radical sexual freedom.

Count on the left to reject any solution to a problem that involves self control. Where it is practiced, abstinence before marriage eliminates sexually transmitted diseases. No need to spend any government money — our ancestors practiced abstinence without spending anything, and the Muslims do likewise with fellow Muslims today.

Over the past 15 years the U.S. has spent $1.4 billion promoting abstinence before marriage as a way of preventing HIV in 14 countries in sub-Saharan Africa.

Homosexuals in Africa aren't getting married and aren't gonna wait.

Seems to me a little basic math would infer that all the money was wasted and that 2/3 of it went to “traditional” liberal sex education including spreading the deadly myth of prophylactics. So the majority of the failure lies with liberal policy, yet the lead is abstinence programs fail. More fake news from the propaganda organs...
