Occam’s Razor. Sure, he had citizenship problems. Therefore Occam’s razor plays a part. The simplest reasonable answer is that Stanley Ann gave birth outside the country, intending to give the bastard who would look black up for adoption. Her parents doted on her and she was quite intelligent. They didn’t want her life ruined at 18 with a black baby from a married man. But the plan failed when at the last minute Stanley Ann took her baby with her, deciding to keep him. She never paid attention to the fact that she could not confer citizenship upon him because she was too young. She probably gave birth in Canada while living at an unwed mother home in Vancouver. Typical for Seattle high school students of 1960.
Obama senior had basically nothing to do with either of them once he passed her his seed.
