If the student is using the University sponsored/controlled email, of course they are. Just like employers control email usage and content at work. Privacy notices should not be ignored along with student codes of conduct.
No, somebody (likely a SJW athlete) snitched on them.
I’m thinking how a clever gambler could hack a half-dozen player’s accounts on some college football team, and get them suspended for the national championships.

If those emails are on the college server. Then the answer to your question is probably in the affirmative.
“Private” email accounts do not exist on servers owned by colleges, government, corporations... etc...
In fact, there is probably a blurb at sign on advising the user of such.
