I am reminded of the Barbary Pirates and the scam they had going until the U.S. Navy settled the issue. They took hostages by capturing European and American ships and demanded ransom. Everyone kept paying the ransom, so they kept taking the hostages. Stephen Decatur arrived with a squadron and issued an ultimatum to the Bey (sort of the local Caliph), either hand over the prisoners or we will reduce your city to ruins. The Bey demanded payment. Decatur flatly refused. The Bey came back and said: “OK. You won’t pay money; how about (a certain number of) barrels of gunpowder”.
