The main problem with that report is not explaining why Hawaii would send a BC to the WH. The author seems to assume that the reports of the mailing of the certificate from Hawaii to the WH can be ignored. Did the author not read about that? Does it mean the USPS or UPS or Fedex is in on the conspiracy?

The best explanation for the layering is in the report:

A normal document - scanned and saved as a PDF - would not display these inconsistencies unless digitally altered and compiled.

Yes, it was scanned and saved as a PDF. And some flunky in the WH digitally altered it with a trivial investment of time to waste countless hours of everybody else's time. One of the greatest fake news coups of decade.

All you need to do is look at the BC, and you will easily see what BS that statement is.

Zoom in to box 4 as far as you can, "if twin or triplet", and look at the boxes. Notice anything? The two boxes are pixel for pixel, exact copies of each other. There are other examples of this.

Reed Hayes, the certified document examiner who was hired to look at the document, had this to say about the document.

As stated in my report to Mr. Zullo, the COLB that I examined has so many blatant oddities that it makes me wonder if this particular PDF may have been created in an effort to impeach President Obama. Surely the creator of the document (if it is in fact manufactured and not just a color scan) would have been sufficiently familiar with image editing programs so as to not leave such numerous, noticeable discrepancies in the final product, unless it was intended as an impeachment tool. Familiarity with basic scanning techniques and image editing procedures should have precluded such obvious “mistakes.”
