Spending money without appropriations (without going through Congress) is not constitutional no matter who does it.
It’s bad enough that the nation has, since FDR, made a habit of appropriating monies towards ends unapproved of, but to compound that as suggested would be worse.
Neither people’s circumstances nor the nation’s are amendment to the Constitution.

For those who have forgotten, Stephen Miller was the Duke University school paper Editor during the Lacrosse scandal who was the most vociferous defender of the kids. His in your face appearances on Nancy ‘Dim Bulb’ Grace were particularly fun to watch.
