I’ve found that if your feet are warm, you’ve covered your head and you’re being physically active, anything above the teens is tolerable in shorts, particularly if the sun’s out. If you’re not being physically active it’ll be miserable, especially if damp. Humidity seems to make cold feel colder. Makes warm feel warmer too, I guess. Humidifiers on heating systems in really cold, dry climates.

Exactly. I learned long ago that bundling up is a waste of time like when I shovel the walkway or driveway. The wind has some influence on me but not as long as it’s an intermittent wind.
