You make very important point - the ‘Deal’ has NEVER been binding, nor ever shall it become binding; simply because the document is not worth the paper it was printed on, and it can NOT be binding without ratification!

I could be wrong, but I think the main purpose of the deal was for the US to release the billions of dollars frozen from Iran after the hostage crisis. Now, they've got the money.
