Actually, by law the ones and coins have to be accepted as payment for a debt. You can refuse currency in a direct transaction as no debt is incurred, but say, you ate a meal and the proprietor said he didn’t accept paper, he’d be SOL because you owed him a debt.
I guess I just don't understand the "protest" nature of wanting to do something like that. What does that accomplish? Also, where would one get 200,000 pennies!
