I believe that if a violation of Federal law has occurred POTUS has the power to pardon...even foreigners.However,you're forgetting a basic point;today's Rat Party sees only world citizenship.This nationality stuff is so 1980's.That's why The Former Twelfth Lady's hemispheric trading bloc idea makes so much sense to her and her fellow Rats.
