Policies that will be issued in 2017 are already in place. Policies in 2018 are being currently negotiated with states. Any changes cannot take effect until policies issued in 2019.

Exactly, my company is negotiating 2018 right now. It is usually wrapped up in the first part of next year.

As evidenced by most posts on this thread, folks are completely clueless as to how the real world works. God help us.

BS. Changes can be made NOW, if leaders in the House & Senate really wanted to make them. When a law is repealed all that BS about 2018-2019 vanishes.
