Our former private system was working fine. Poor folks had the option of state Medicaid. Decades ago, congress passed what was known as Hill-Burton legislation that said, in effect, any American hospital that received federal funds of any kind would be available to take in the poor and those without insurance.

"Working fine" is a relative term. Let's say that it was working better than it is now. And better than it would under any government program.
