This was largely written by Judge Jim Troupis who was in charge of the 2011 State Supreme Court recount, and has been tweaked since. I think it will get tweaked again to make it more difficult for a candidate to get a recount unless there is a reasonable probability it will change the outcome of the election.

And if you’re really interested in getting into the weeds, here is a document that lists the exact type of vote tabulating and voting machines in use for every Wisconsin municipality:

Why would anyone find this remotely interesting? Well, since WI uses both electronic voting machines that create paper trails (ballots printed on adding machine paper) and paper ballots that are optically scanned, this document allows you to see which kind is in use where. And coincidentally (not) the largest urban counties where the lefties try to tell us are most prone to “hacking”, ALL use paper ballots that are optically scanned. This includes Milwaukee and Dane (Madison) counties where the potential for errors is limited to undervotes caused when the scanner cannot read a mark on a ballot, and statistically those should occur in the same ratio as the final vote (since the probablility of someone mismarking a ballot is the same regardless of which candidate was chosen).

Had anyone in the media done their homework, there could have been a great story put out showing why hand counting is a total waste of time and that the clerks who chose to do so are only delaying the process. They could have done the machine recound in 2 days in Dane County (375,000 ballots) and known by tomorrow that the vote tallies are accurate.

There is an implicit assumption in that assertion that the voters for each candidate are of the same general competence and intelligence. I, for one, do not believe that this assumption is true.

Most polls agree that the lowest income people lean heavily Dem. In general, with obviously many exceptions, income correlates with general competence and intelligence.

Now marking a ballot correctly does not appear to be a demanding task for most of us, but for the homeless drunks and addicts that the Dems bus from precinct to precinct this can be a daunting challenge.
