You're quite correct--it was a law: The National Voter Registration Act of 1993, commonly known as Motor Voter. A cursory glance at the Wiki-article reveals no court challenges. I expect it followed earlier federal efforts to eliminate poll taxes, etc., so as you suggest there seems ample precedent for federal involvement in state elections. Thanks to both of you for the education.

Perhaps something good will come of the lefts fascination with recounts and the popular vote

First, to build support for mandated changes in Federal election laws, have the FEC along with the FBI investigate and prove the massive illegal alien vote that we all know occurred. Prosecute the organizers, and flag the illegal voters for deportation.

Amend the Motor Votor law to comply with the Real ID act.

Set national standards for early voting based on the Equal Protection clause. I suggest allowing early voting to start on the Saturday before. Two weekend days, followed by two weekdays are sufficient time for anyone who wants to vote. There is more, but essentially what I'm advocating is the Republicans should use Stein and her new BFF Hill to finally strengthen voting laws for Federal elections.
