You are correct but miss the point. THIS is not an ordinary election which is an end in itself. This is an election of electors which has a deadline to meet imposed by the constitution. They cannot screw around forever.
In addition, if there were two sets of electors “certified” it would be up to the House to decide which was accepted. C1 or C2? I can tell you now it would be C1 and have NO doubt about it.
