Most black-run cities are dismal failures. Most black-run countries are dismal failures. How then can they assure us that these new black-run states won’t also be dismal failures?
Personally, I think I’d go with your idea of reintroducing Liberia as a black homeland. Just to make things fair, I’d take every penny we’ve spent on the “black community” for a period of 5 years and use it to transform Liberia into the crown jewel of Africa. Give the black folks who want their own homeland someplace really fabulous that they’ll be eager to move to. After the 5 years are up, they can sink or swim on their own.

I would take some nominal monies for “reparations”, send it there, and let THEM decide how to use it. But before they get access, all the non-conservative AAs must be relocated there.
