Everyone knows it would take 250,000 of the finest, best trained and equipped shock troops and absolute air dominance to make it to Berlin, much less the Atlantic.
And a couple of million to hold it.
250K would be just the first wave (roughly 2 standard Russian Armies), plus armor by the thousands. Any real invasion would see at least 4 standard Russian Armies - likely the bulk would be forced conscripts - thousands more armor and massed air campaigns as well as use of tactical nukes. Everyone would know because word would get out from inside Russia of mass conscripting.
It wouldn’t take million to hold it as use of nukes by both side would leave little population able to form a resistance.
