As far as I can tell, yes:

"The petition must allege that the candidate is “aggrieved on account of fraud or mistake in the canvass of the votes by the inspectors of election or the returns.”

I don't think they have much of a argument to appeal the vote numbers, only the allegation of fraud which they claim in their own narrative, they have no evidence to support.
