Here is a comment from the post.

"Federal law requires that ALL votes are to be counted (in this case recounted) by December 13th (35 days after the election). If the votes aren’t counted by then, that state’s electoral votes won’t be counted. If 270 isn’t reached by anyone, then the House will vote (one delegate per state) for the President out of the top three candidates, and the Senate will vote for the VP out of the top two candidates. If the House is still deadlocked by Inauguration Day, the VP elect will be sworn in until the President elect issue is resolved."
