That’s the question that puzzles me. Do you need a majority of all electors ( 270) or a majority of just the ones that actually vote?( Less than 270)?

According to the 12th Amendment you need a majority of those appointed.

There are 538 electors normally. If PA, MI, and WI can’t appoint electors due to electoral theft attempts then the total number of electors is down to 492. A majority of 492 is 247. In this scenario Trump wins with 260 vs 232 for HRC.
