Any conflict in which set of electors' votes are counted is determined by Congress and if Congress is unable to decide, the slate certified by the Governor of the state prevails. It's just a little bit of a stretch to believe that the Republican Governor of Wisconsin and both Republican houses of Congress are in cahoots with George Soros.

More likely this is an old fashioned scam of Hillary's financial supporters.
