From what I understand voting machines arent even hooked up to the internet. So you would have to interface another computer directly to each voting machine if you wanted to hack into it. That would involve a conspiracy of a large amount of people sneaking into polling places and tampering with the machines. And of course everyone involved would have to keep quiet about it with no leaks. So in other words, it would require the incumbent government to do so.
