I don't know who "they" are in this article, but I would bet that any vote manipulation found in those three states was all in favor of Hillary.
Once you take away the dead voters... the "voters" who go from precinct to precinct voting on behalf of anyone who didn't turn out to vote... the multiple fraudulent registrations, in which hundreds of "voters" all live at the same empty lot... the total vote count for Hillary will probably drop a lot.
