From this site by accounts elsewhere, The “hanging chad” was explained. I worked with similar machines and they took data and punched one card cleanly.
What happened back then was lefty dems using a punch on stacks of cards. If it was already for Gore, it didn’t change but if for Bush, it voided the whole card. “Hanging Chads” means there were multiple cards punched at once.

It became to electronic fraud, machinations to suppress the actual votes or turn them to the opposite.
While there was huge effort by fraudulent votes, Trump won. There is a reason for this. It is left to the right, to rebuild the damage. It is up to another party to take continual ridicule while trying to rebuild.
The Left requires a host to feed from. While the Nation becomes stronger, they eat more.

Their "reasoning" is whatever benefits HRC.

The gist is:

Wisconsin's metropolitan areas, where Clinton did well, use paper ballots. Rural Wisconsin, where she did not, relies on electronic machines.

That entirely ignores the fact that it's quite unsurprising that rural Wisconsin went for Trump. It's much ado about nothing...

I did not know that. I thought that we had eliminated all electronic machines. We used to have a choice — paper, or touch screen. we eliminated all of the touch screens (at least in my county) a couple of elections ago. Some of the Chief Inspectors were heavily encouraging people to use the touch screen because it made reporting so much easier at the end of the day. Voters, however, were generally resistant.
