Too many hooks in it

Maybe I missed something...help me out, what do you see as too many hooks...because if you are right, we need to get the word out Thanks

It’s a start, but I still think there are too many hooks for private owned weapons.

I am more shocked about the 1st 3 sections.
I didn’t realize that there were no weapons on base ?
So no guard duty ?

section 4 is regarding private firearms.
- It’s “may grant”, not a “must grant”
- no arms inside buildings
- permission is for 90 days.(exceptions can go longer)
- 21 or older
- No current or past UCMJ actions
- Training ( sec 4.3.b.4 )
- Authorization ( sec 4.3.b.5)
