I read the Post daily so I can pretty much take its pulse.
Trump did say he would send them all back, the first time he included this in a speech. I think since then he has realized you can’t sent true refugees back, not if you don’t want to be perceived as heartless. He has changed it to vetting.

Trump said he would ban all Muslims from entering the US?* That’s what the AP keeps reporting. “All Muslims” who might intend to enter the US is a much bigger group than the refugees.
*He has not. That’s what PO’s me.
As for the change regarding refugees since early on, yes, I agree that’s what happened.
