Nonsense. The interstate system has been routinely upgraded as needed all over the country. Interchanges have been re-engineered and new ones added, bridges and overpasses replaced, lanes widened and six-landed. Yes some projects may have to take their place in line but the whole process is called "maintenance," and is a continuous process. IDK who Poole is but I bet he is funded by some lobby for civil engineers looking for work.
