I get the sense that "criminal record" may not even mean that the person was arrested, just that some cop took down some notes about him. In any case, it's curious that illegal aliens would be so much less scrutinized.

He says that about one-third of all applicants for jobs at the hospital (from orderly to nursing supervisor, but not including physicians) have a disqualifying criminal background and another one-sixth flunk the drug screen.
