There are all kinds of legal protection involved that will override whatever the CIC can do pertaining to homosexuals in the military (If your post is alluding to this). Congress writes/rescinds the law, Executive is to enforce the law. A CiC can take it to the edge, but in this case I am leaning towards the status quo being maintained. Hope I am wrong though.
