He was due to testify before Congress today. He has appeared, not sure if he is done yet. Fox not covering this resignation, which is odd

Yep. Not really news. He’s just the first. A president appoints around 2,000 people. AFAIK, they all offer resignations to a new Administration, though some will be kept on anyway.
Some of the people in these kinds of positions are truly non-partisan and ask or are asked to be considered to continue in their jobs, but Clapper is not one of these.

So does this bring up the possibility of Trump appointees being appointed to positions and actually working in those positions even before the inauguration?
If so, is this new? I’ve not heard of it before but I’m no expert.

THANK YOU. For all those who post articles....if you are going to use inititials the first thing to do is DEFINE WHAT THEY STAND FOR THE FIRST TIME THEY ARE USED. If in the title, then the definition should be in the excerpt/introduction.
There are MANY organizations/functions whose names reduce to the same acronym.
