Even before the Constitution was written, natural-born citizens in Britain included children born to parents who were out of the country.

Traveling outside of your country while pregnant was never intended by anyone to deprive your children of citizenship. Only an insane person would have ever written a law so ridiculous.

There have been laws written to accommodate overseas births.
Parents must file for recognition for their children to receive citizenship.
When did Cruz’s parents apply for his recognition and citizenship?

No law written can change the Constitution.
Natural born citizen means born here of citizen parents, just as it did when they wrote it into the Constitution.
It was well understood until about the 1960’s when efforts to undermine the protection it provides got underway.
This isn’t Britain.
There was this thing called the American Revolution.
