I certainly hope the Mexican government will do that. The most effective way would be to bring their own people home, where the Mexican government has the proximity and the authority to provide that protection for the Mexican people.
Yup, I imagine they would be quite righteously irked if Americans started going to Mexico after these folks. Though even then never say never, cf Dog the Bounty Hunter, in some egregious cases.
