Obama because the president is the grantor of clearances, not a grantee.

Because the President is the head of the Executive Branch which is the granter of Security Clearances. The man who grants doesn't need to grant one for himself. That's a given.

That said, if Bath house Barry had to apply for a Clearance the way the rest of us did, he wouldn't have been granted an interim Confidential.

Simple answer - the entire administration is corrupt to the core. Neither would pass a legitimate full-field FBI investigation for Top Secret or above
